PROJECT OBJECTIVES
Conscious of the need for a centre where individuals and groups
could freely report threats or attacks against their person and property as well as cases
of discrimination, and where they could be provided with assistance and support in
countering such abuses, and, furthermore, conscious of the need to create an archive of
human rights violations and of the need to publicise human rights cases, the Helsinki
Committee for Human Rights in Serbia is initiating this project with the aim of:
1. offering free and comprehensive legal aid to victims of human
rights violations in Serbia (legal service)
2. monitor the conduct of the police and army regarding human rights
standards
3. monitor prison conditions and respect of detainees' rights
4. closely observe the new laws and regulations expected to be
adopted
5. monitor FR Yugoslavia's compliance with principles contained in
international human rights related documents signed by the state
6. document the situation of social rights and the proclaimed
equality of sexes
7. assist refugees in implementation of their rights
8. publicising human rights cases in order not only to raise human
rights consciousness, but to also mobilise public opinion for change (publicity). |

Miniri Culfi vs. Odzaci Municipality
The Public Housing Administration in Odzaci gave complainer Miniri
Culfi and his nine-member family a 108-square meters apartment to use it for good. The
relevant agreement was signed on May 14, 1985. During 1990s wars unknown persons made
Miniri Culfi leave his apartment under threat of killing him. Culfi reported the case to

It was only when Milosevic stepped down from power that it became
possible to perceive the extent of the devastation of the Serbian society and
institutions. More than a year after the changes took place, there is no major progress in
any sphere. The process of transition is in its inception and is coupled with enormous
difficulties. Since legal... |

With respect to earlier period there was a decrease in the number of
cases, due to summer holidays. But the structure of cases makes us draw the following
conclusion: we have several regular categories of clients, notably all those who complain
about judiciary misuses and poor law enforcement. Citizens are also disgruntled with
performances of new authorities, as they see them engaging only in marginal matters... |

(1 Apr - 30 Jun 2001), Author: HCHRS
Characteristic of the observed period is the fact that the number of
reported cases by far exceeds all the previous periods. Such a large number is obviously
indicative of at least two things: that people have been relieved of fear for their lives
and the lives of their dear ones, with this relief of fear enabling easier communication
with the outside world, and the second reason is the fact that little has changed... |

LEGAL AASSISTANCE REPORT

February and March 2001 ominously heralded the return of violations of
human rights registered at the outset of the SFRY disintegration (1991). After initial
euphoria, the pre-election promises lost its cutting-edge and were reduced to poor
practice. The past decade marked all segments of society. Bad habits of authorities and
citizens have not vanished overnight. Technology of rule and the existing system have not
been improved. Authorities say there's still time, citizens who bear the brunt of the
authorities inefficiency say that the time has run out. Citizens of... |

(1 Oct - 31 Dec 2000), Author: HCHRS
The last quarter of the year 2000 was marked by the
dismantling of the old regime and creation of prerequisites for the peaceful
transformation of the Serbian society. Groundwork was laid for the reform of society,
while thanks to a relative liberation of the media some old issues, put on the
back burner during the last repressive stages of Miloevics regime, have begun
to be tackled. Many long-standing problems, stemming from a long rule of an undemocratic
regime, have been laid bare. The issue of violations of fundamental human rights has
been... |

(1 Jul - 30 Sep 2000), Author: HCHRS
The entire reported period was marked by the pre and
post-elections-related developments. Most inquiries we dealt with had to do with the
manner of possible power take-over. Many refugees obviously feared a violent post-election
outcome. Under the circumstances of across-the board poverty and everyday repression it
was even difficult to envisage the holding of truly fair and democratic... |

(1 April 2000 - 30 June 2000 ), Author: HCHRS
In the past ten years Serbia underwent a deep transformation of its
society. Collapse of institutions and fragmentation of society resulted in lack of
communication between the center and provinces. The media space was also devastated, thus
leaving room to speculations and rumors as the only manner of informing. This in turn
generated bigger fear among the citizenry. The regime... |

(1 January 2000 - 31 March 2000), Author: HCHRS
Reported period was characterized by continuation of trends known from
the past periods and emergence of the new ones, all of which led to worsening of life in
Serbia and aggravation of the status of human rights in the Republic. All proclaimed,
fundamental human rights were grossly abused. Undermined foundations of the state and
non-existence of the rule of law resulted in the collapse of society and ethical and... |
