Resolution of Kosovo issue has entered its final stage.
Ahttisaaris proposal is on the table of both Albanians and Serbs. As regards the
foregoing it is noticeable that Belgrade is evidently unaware of the fact that Kosovo
issue is one of the high-priority international issues, for that issue, like those recent
issues in Bosnia and Croatia, defines new rules and principles. Moreover those issues rely
on the existing principles of the UN Charter, Final Helsinki Act, and other international
